HAC Standards and Processes Reaffirmed by NCFMEA

The U.S. National Committee on Foreign Medical Education and Accreditation has "reaffirmed that the standards and processes used by HAC to accredit the medical schools in Hungary are comparable to those used to accredit medical schools in the U.S." at least until 2017. The recognition allows students from the U.S. to be eligible for federal student loans. It is also an acknowledgment that the HAC´s procedures are considered sound and reliable. HAC is requested to submit and interim report about its activities in autumn 2013.

HAC comments on procedure for places of excellence awards

The HAC was asked to comment on the government's proposed procedure for evaluating places of excellence at Hungarian higher education institutions. Among others, the HAC proposes to involve not only Hungarian but also foreign experts in the evaluations. It also points out that although in the current economic situation the funds to be allocated to places of excellence may not be enough to significantly contribute to raising the institutions' international competitiveness, the prestige of a fairly administered award could indeed prove to be attractive for the institutions.

CEENQA General Assembly and Workshop, Sarajevo

The Central and Eastern European Network of Quality Assurance Agencies in Higher Education held its annual workshop on May 11 and its general assembly on May 12, 2012 in Sarajevo, Bosnia and Herzegovina. The meetings were hosted by the Agency for Development of Higher Education and Quality Assurance. CEENQA welcomed new members and now has a total of 23 member agencies. 

Given that the meeting took place immediately after the meeting of the European ministers, the presentations dealt with the recent European developments in higher education. Please see for more information and the presentations.

New HAC is launched

With the higher education act CCIV/2011 a new HAC with 18 members was inaugurated on March 1, 2012. The tasks of the HAC specified in a government decree on quality evaluation and development will go into effect on September 1st. The Committee is to provide its opinion on the request of the Education Authority on applications for establishing and launching new programs, doctoral schools, and on applications for university professor positions. The currently running institutional accreditation procedures and evaluations for the accreditation of teacher training programs continue according to plan.

New Hungarian Higher Education Act

On 23 December 2011 the Hungarian Parliament passed a new Higher Education Act. On its plenary meeting held on 27 January 2012 the HAC adopted a statement (in Hungarian) on the new Act expressing its strong concern about the lack of quality and QA related sections in the Act and about the loss of independence of the HAC. The new Act is not in harmony with the ESG.
